Ministry of Commerce: This kind of products are subject to export control! 

Recently, Shu Jueting, spokesperson of the Chinese Ministry of Commerce, announced that after comprehensive evaluation, graphite exports will be officially controlled from December 1.

This is the second time that China has imposed restrictions on key materials since August this year, after restricting the export of gallium and germanium. 

According to Shu Jueting, it is an international practice to implement export control on specific graphite items. According to the needs of fulfilling international non-proliferation obligations and safeguarding national security and interests, since 2006, China has implemented temporary export control on graphite-related products, including graphite products used as battery cathode materials.

In order to better coordinate development and security, the Chinese government has recently optimized and adjusted the temporary export control measures in accordance with the law, with some progress and some progress. Among them, the temporary control of some low-sensitive graphite items has been abolished. In the process of policy formulation, the opinions of relevant industries and enterprises have been widely listened to. China will always be committed to maintaining the security and stability of the global industrial chain and supply chain.

商务部：这类产品实施出口管制！

       最近，中国商务部新闻发言人束珏婷宣布，经过全面评估，自12月1日起，正式对石墨出口进行管制。

       这是自今年8月份，对金属锦和错的限制出口之后，中方再次对关键物资出台限制措施。

       束珏婷介绍，对特定石墨物项实施出口管制是国际通行做法。根据履行防扩散国际义务，以及维护国家安全和利益的需要，自2006年开始，中国对石墨类相关制品实施临时出口管制，其中包括作为电池负极材料的相关石墨制品。

       为更好统筹发展和安全，近期中国政府依法对该临时出口管制措施进行优化调整，有进有出，其中取消了部分低敏感石墨物项的临时管制。在政策制定过程中，广泛听取了相关产业和企业的意见。中方将始终致力于维护全球产业链供应链安全稳定。

       关于镓、锗出口管制问题，束珏婷说，自今年8月1日管制政策实施以来，商务部陆续收到企业出口镓、锗相关物项的许可申请。经依法依规审核，已批准了部分符合规定的出口申请，有关企业已获得了两用物项出口许可证。商务部将继续依法对其他许可申请进行审核并作出是否予以许可的决定。
