Maersk recently announced that it will implement a brand-new "No Advance Manifest-No Load" policy in the UK from March 15,2024. According to this policy, all booking requests without submitting complete manifest information in advance will be rejected for loading.


Recently, Maersk has noticed an increase in the lack of or incomplete delivery of shipping instructions when cargo arrives at UK ports. This has led to a breach of the procedure for declaring advance manifests to the UK's first port of entry. Under UK advance manifest rules, carriers are required to submit advance manifest declarations at least 24 hours before a ship arrives at a compliant port of loading.


However, due to missing or incomplete shipping instructions, Maersk found serious delays in the submission of these documents. To meet regulatory requirements, Maersk decided to adjust the existing policy and upgrade the original "No Shipping Instructions-No Loading" policy to "No Advance Manifest-No Loading" policy.


Under the new rules, Maersk, as a carrier, needs to receive full shipping instructions at least 34 hours before the vessel arrives at the compliant port of loading to allow sufficient time to submit a declaration and obtain a shipping reference number (MRN) in advance. Maersk will only plan to load the relevant goods after successfully obtaining the manifest reference number from UK Customs.


It should be noted that this provision applies to goods imported and transhipped in the UK and goods left on board in medium and long-distance transportation, but does not apply to short-distance sea goods as defined by British Customs.

       马士基日前发布公告,宣布自2024年3月15日起,将在英国实行一项全新的“无预先舱单-不装载”(No Advance Manifest - No Load)政策。该政策规定,所有未提前提交完整舱单信息的订舱请求,将被拒绝装载。


       近日,马士基注意到货物抵达英国港口时,缺少装运指示或提交的装运指示不完整的情况在增加。这导致其违反了向英国第一入境港申报预先舱单的程序。根据英国的预先舱单规定,承运人要求至少在船只抵达合规装货港前24小时提交预先舱单声明。


       然而,由于装运指示的缺失或不完善,马士基发现这些文件的提交存在严重延迟。为满足监管要求,马士基决定调整现有政策,将原先的“无装运说明-无装载”政策升级为“无预先舱单-无装载”政策。


       根据新规定,作为承运人,马士基需要在船只抵达合规装货港前至少34小时收到完整的运输指示,以便有足够的时间提前提交申报并获得运输参考编号(MRN)。只有在成功获得英国海关的舱单参考号后,马士基才会计划装载相关货物。


       需要注意的是,这一规定适用于在英国进口、转运的货物以及中、长途运输的船上剩余货物,但不适用于英国海关定义的短途海运货物。
