Tianjin Customs Promotes Optimized Two-person Inspection Mode
Recently, at the inspection yard of Tianjin Port Container Terminal Co., Ltd., the customs officers of Tianjin Xingang Customs, which belongs to Tianjin Customs, completed the inspection of a batch of coconut shell fiber silk, which was the first batch of goods inspected after Tianjin Customs implemented the reform of optimizing the two-person inspection mode.
The 2024 government Work Report proposes to speed up the construction of international logistics system, build smart customs, and help foreign trade enterprises reduce costs and improve efficiency. In order to further implement the requirements of smart customs construction and continuously optimize the inspection operation mode, Tianjin Customs actively undertakes the pilot work of optimizing the two-person inspection mode according to the requirements of the General Administration of Customs.
After the implementation of this optimization mode, the efficiency of manual inspection can be improved by about 30%-40% under the condition of completing the same amount of work. At the same time, it can scientifically and rationally allocate human resources at the port supervision site and effectively improve the quality and efficiency of port supervision.
In order to implement the requirements of the pilot reform, Tianjin Customs selected relatively independent centralized inspection sites that have achieved full coverage of video surveillance to carry out the pilot, ensuring full coverage of surveillance cameras, and can carry out real-time monitoring and retrospective inspection of the inspection process in all directions. At the same time, the inspection officers wear audio and video law enforcement recorders throughout the whole process, and record the inspection process.

天津国际物流运输海关推行优化双人查验模式
近日，在天津港集装箱码头有限公司查验场，天津海关所属天津新港海关关员对一批椰壳纤维丝完成查验工作，这是天津海关推行优化双人查验模式改革后查验的首票货物。
2024年政府工作报告提出，加快国际物流体系建设，打造智慧海关，助力外贸企业降本提效。为进一步落实智慧海关建设要求，不断优化查验作业模式，天津海关按照海关总署要求，积极承担开展优化双人查验模式试点工作。
实施该优化模式后，完成相同作业量的情况下，人工查验效能可提高约30%—40%。同时，可以科学合理调配口岸监管现场人力资源，有效提升口岸监管质效。
为落实试点改革要求，天津海关选取相对独立且已实现视频监控全覆盖的集中查验场地开展试点，确保实现监控摄像头全覆盖，可以全方位对查验过程进行实时监控以及回溯检查。同时，查验关员全程佩戴音视频执法记录仪，对查验过程进行拍摄录证。
天津新港海关查验一处副处长唐枫表示：“天津海关以智慧海关建设为抓手，找准通关查验这一关键切入点，通过人员模式优化以及硬件装备的提升，在释放口岸监管人力资源的同时，进一步提升查验作业效能，为天津口岸营造一流营商环境、扩大高水平对外开放。”
