General Administration of Customs: It is necessary to build a smart customs

Recently, Yu Jianhua, Director of the General Administration of Customs, appeared in the third "Ministerial Channel" of the Second Session of the 14th National People's Congress. The government work report listed building smart customs as the key work content this year. Yu Jianhua said that smart customs is not only a matter for customs, but also a matter for the overall situation.

As the customs of the largest country in goods trade in the world, China Customs inspects an unprecedented amount of trade every year, involving containers and means of transportation. Now there are more than 7 billion cross-border express mails of cross-border e-commerce every year, and the difficulty of customs work can be imagined.

"It is obviously more difficult for customs to deal with all kinds of risks such as port delay, deception, escape, fraud and harm, and the previous working methods and means of customs can no longer fully meet the changes in the development of foreign trade situation. Therefore, it is imperative and urgent to build a smart customs." Yu Jianhua said.

In addition, Yu Jianhua said that in recent years, customs has some successful experiences and practices in electronic ports and single windows. At the same time, big data, artificial intelligence, cloud computing and other technologies are widely used and becoming increasingly mature, which can find effective solutions for smart customs.

"At present, customs all over the world are actively exploring an effective way to realize customs modernization. China's customs inspect the largest amount of goods every year, so we have the responsibility to actively explore the formation of the most effective customs supervision system and mechanism in the world to promote smoother, more convenient and safer global trade." Yu Jianhua said. 

海关总署：打造智慧海关势在必行

       近日，海关总署署长俞建华亮相十四届全国人大二次会议第三场“部长通道”集中采访活动。政府工作报告将打造智慧海关列为今年重点工作内容，俞建华表示，智慧海关既是海关的事，也事关全局。

       中国海关作为世界上货物贸易第一大国的海关，每年查验的贸易量之多，涉及的集装箱、交通工具之多是前所未有的，现在每年跨境电商跨境快件多达70多亿件，海关工作的难度之大可想而知。

       “海关要应对口岸滞、瞒、逃、骗、害的各类风险的难度明显加大，海关以前的工作方式和手段已经无法完全满足现在外贸形势发展的变化。因此，打造智慧海关势在必行，刻不容缓。”俞建华说。

       此外，俞建华表示，近年来海关在电子口岸、单一窗口等方面有一些成功的经验和实践做法。同时，大数据、人工智能、云计算等技术广泛应用，日趋成熟，能够为智慧海关寻找到有效的方案。

       “现在世界各国海关都在积极探索实现海关现代化的有效路径，中国海关每年查验的货量是最大的，所以我们有责任积极探索形成国际上最行之有效的海关监管体制机制，促进全球贸易更加通畅、更加便利、更加安全。”俞建华说。
