Freight rate violation! Many shipping companies were fined!
Recently, the Ministry of Transport issued a notice on punishing 17 international container liner shipping companies and NVOCC operators (Notice No.1 of the Ministry of Transport in 2024). According to the inspection results of the implementation of freight rate filing,9 international container liner shipping companies and 8 NVOCC operators were given administrative penalties.
According to the notice of the Ministry of Transport, from October to November, 2022, the Ministry of Transport organized an inspection on the implementation of freight rate filing of international container liner shipping companies and NVOCC operators at Dalian, Qingdao, Xiamen and Guangzhou ports, and found that nine international container liner shipping companies and eight NVOCC operators had irregularities such as inconsistency between actual freight rate implementation and filing price.
According to Article 37 of the Regulations of the People's Republic of China on International Maritime Transport, the Ministry of Transport imposed administrative penalties on the above-mentioned enterprises, and interviewed the enterprises with serious violations. In order to further strengthen the supervision of the international container liner shipping and NVOCC market and accept social supervision, the punished international container liner shipping companies and NVOCC business operators are now notified.
All international container liner shipping companies and NVOCC business operators should take a warning, strengthen internal management, conscientiously fulfill the duty of filing freight rates and earnestly implement the filing freight rates, and consciously safeguard the market operation order.
According to the Ministry of Transport, in the next step, the Ministry of Transport and the provincial transportation authorities authorized by the Ministry will intensify the inspection of the implementation of enterprise freight rate filing, and punish illegal enterprises according to laws and regulations.
Among the punished liner and freight forwarding companies, there are many familiar head liner companies, including Mediterranean Shipping, CMA CGM Shipping, Ocean Network, Evergreen Shipping, Hanxin Shipping, Yangming Shipping, Taiping Shipping, Xinhaifeng Container Shipping and Nanxing Shipping.
运价违规！多家船公司被罚！
近日，交通运输部发布关于处罚17家国际集装箱班轮运输公司和无船承运业务经营者的通告（交通运输部通告2024年第1号），根据运价备案执行情况检查结果，对9家国际集装箱班轮运输公司和8家无船承运业务经营者进行了行政处罚。
交通运输部通告称，2022年10月至11月，交通运输部在大连、青岛、厦门和广州口岸组织开展了国际集装箱班轮运输公司和无船承运业务经营者运价备案执行情况的检查，共发现9家国际集装箱班轮运输公司和8家无船承运业务经营者存在实际执行运价与备案价格不一致等违规行为。
依据《中华人民共和国国际海运条例》第三十七条规定，交通运输部对上述企业实施了行政处罚，对违规情节严重的企业进行了约谈。为进一步加强国际集装箱班轮运输和无船承运市场的监管，接受社会监督，现将被处罚的国际集装箱班轮运输公司和无船承运业务经营者予以通告。
各国际集装箱班轮运输公司和无船承运业务经营者要引以为戒，强化内部管理，认真履行运价备案义务并切实执行备案运价，自觉维护市场经营秩序。
交通运输部表示，下一步，交通运输部及经部授权的省级交通运输主管部门，将加大对企业运价备案执行情况的检查力度，对违规企业依法依规予以处罚。
