The latest release of the General Administration of Customs! It will come into force on December 15 

In order to support the promotion of high-quality co-construction of "the belt and road initiative", further promote the development of international railway intermodal trains, and improve the efficiency and facilitation level of rapid customs clearance of domestic railway import and export goods, the General Administration of Customs issued relevant measures to optimize railway rapid customs clearance, which will be implemented on December 15,2023:

1. The consignee or consignor of import and export goods or their agents, and the person in charge of inbound and outbound means of transport may apply for express service through the "single window" of international trade.

2. The consignee of imported goods (or his agent) or the person in charge of inbound and outbound means of transport shall transmit the application information of express delivery of imported goods to the Customs before the tally report is transmitted.

3. The consignee or consignor of import and export goods or their agents may apply to the customs of the place of shipment (place of departure) for manifest merging and manifest splitting.

4. If the express goods meet the conditions for manifest change, the person in charge of the inbound and outbound means of transport may apply to the customs of the place of shipment (place of departure) to modify the original manifest and pre-allocate the electronic data of the manifest.

5. In case of the need to break the seal, arrange and replace the container during the transportation of express goods, the person in charge of the inbound and outbound means of transport shall notify the customs of the place of shipment (place of departure). After verification and consent, the customs of the place of shipment (place of departure) shall coordinate the customs of the place of transit to supervise the replacement and notify the customs of the place of entry (place of departure) in writing. 

海关总署最新发布！12月15日起施行

       为支持推进高质量共建“一带一路”，进一步促进国际铁路联运班列发展，提高境内段铁路进出口货物快速通关运输效率和便利化水平，海关总署发布优化铁路快速通关相关措施，并于2023年12月15日起施行：

       一、进出口货物收发货人或其代理人、进出境运输工具负责人可以通过国际贸易“单一窗口”申请开展快通业务。

       二、进口货物收货人（或其代理人）或者进出境运输工具负责人应当在理货报告传输前，向海关传输进境货物快通申请信息。

       三、进出口货物收发货人或其代理人可以向指运地（启运地）海关申请办理舱单归并和舱单分票手续。

       四、快通货物符合舱单变更条件情形的，进出境运输工具负责人可以向指运地（启运地）海关申请修改原始舱单、预配舱单电子数据。

       五、快通货物运输途中因故需破封整理、更换集装箱的，进出境运输工具负责人应通知指运地（启运地）海关。指运地（启运地）海关核实同意后，协调途经地海关监管换装并书面通知进境地（出境地）海关。
