China and Australia, signed! 


In November 2017, the Customs of China and Australia formally signed the Arrangement between the General Administration of Customs of the People's Republic of China, the Australian Immigration and Border Protection Agency and the Border Enforcement Agency on Mutual Recognition between the Credit Management System of Chinese Customs Enterprises and the Australian Honest Trader Plan (hereinafter referred to as the Mutual Recognition Arrangement), and decided to formally implement it from December 14, 2023. 


1. According to the Mutual Recognition Arrangement, China and Australia mutually recognize each other's "Authorized Economic Operator" (AEO) to provide customs clearance convenience for goods imported from each other's AEO enterprises. Among them, Australian Customs recognizes Chinese Customs Advanced Certification Enterprises as mutual recognition AEO enterprises, and Chinese Customs recognizes enterprises certified by Australian Customs Integrity Trader Program as mutual recognition AEO enterprises.


2. When customs of China and Australia pass customs clearance of imported goods, they give each other AEO enterprises the following customs clearance convenience measures: speed up customs clearance by reducing document review and physical goods inspection; Give priority to the inspection of goods that need physical inspection; When conducting risk assessment, consider AEO enterprise qualification; Designate customs liaison officers to communicate and deal with the problems encountered by AEO enterprises in customs clearance; Committed to providing fast customs clearance after the interruption and resumption of international trade. 


3. When Chinese AEO enterprises export goods to Australia, they need to inform Australian importers of AEOCN + 10-digit enterprise codes registered and filed with China Customs, such as AEOCN 1234567890, which will declare according to Australian Customs regulations. Australian Customs will confirm the identity of Chinese AEO enterprises and give relevant convenience measures.


4. When Chinese enterprises import goods from Australian AEO enterprises, they need to fill in the Australian AEO enterprise code in the column of "Overseas Shipper Code" in the column of "Overseas Shipper" in the import declaration form and the column of "Shipper AEO Enterprise Code" in the water and air cargo manifests respectively. The filling method is:"Country Code (AU + AEO Enterprise Code", such as "AU12345678910". China Customs confirms the identity of Australian AEO enterprises and gives relevant convenience measures.




中国与澳大利亚,签了!


       2017年11月,中国与澳大利亚两国海关正式签署了《中华人民共和国海关总署和澳大利亚移民与边境保卫署及边境执法署关于中国海关企业信用管理制度与澳大利亚诚信贸易商计划互认的安排》(以下简称《互认安排》),决定自2023年12月14日起正式实施。


       一、根据《互认安排》规定,中澳双方相互认可对方的“经认证的经营者”,为进口自对方AEO企业的货物提供通关便利。其中,澳大利亚海关认可中国海关高级认证企业为互认的AEO企业,中国海关认可经澳大利亚海关诚信贸易商计划认证的企业为互认的AEO企业。


       二、中澳双方海关在进口货物通关时,相互给予对方AEO企业如下通关便利措施:通过减少单证审核和实货检查加快通关;对需实货检查的货物给予优先查验;开展风险评估时,对AEO企业资格予以考虑;指定海关联络员,负责沟通处理AEO企业在通关中遇到的问题;致力于在国际贸易中断并恢复后提供快速通关。


      三、中国AEO企业向澳大利亚出口货物时,需要将AEO编码(AEOCN+在中国海关注册登记和备案的10位企业编码,例如AEOCN1234567890)告知澳大利亚进口商,由其按照澳大利亚海关规定申报,澳大利亚海关确认中国海关AEO企业身份并给予相关便利措施。

 

       四、中国企业自澳大利亚AEO企业进口货物时,需要分别在进口报关单“境外发货人”栏目中的“境外发货人编码”一栏和水、空运货运舱单中的“发货人AEO企业编码”一栏填写澳大利亚AEO企业编码。填写方式为:“国别代码(AU+AEO企业编码”,如“AU12345678910”。中国海关确认澳大利亚AEO企业身份并给予相关便利措施。
